This is a useful viewpoint to combine with time around Sapporo Station. Choose daylight if your interest is the city's layout, or consider the evening for illuminated streets. Weather still affects distant visibility even when the deck is indoors. Follow the observation-deck access signs within JR Tower rather than assuming every tower entrance leads directly upstairs.
